 Note on Historical Council:

Historical Council will be running as though the crisis is taking place during the time period in which it occurred. For example: debating the Cuban Missile Crisis as if we are midway through it and it has not yet been resolved.

This will mean laws and policies of countries will have to be debated considering what would have been in place at the time.
